Leadership and Governance: Achieving Human Resource Development in Low-Income Environments

Leadership and governance involve ensuring that strategic policy frameworks exist and are combined with effective oversight, coalition-building, regulation, attention to system design, and accountability. To improve Leadership and Governance competencies for better human resource development in low-income environments, more systematic and standardized processes are required. The implementation of NCMS in Nigeria was characterized by a higher level of collaboration, which was achieved under the coordination of the central government and facilitated by strong leadership from the Ministry of Health. This initiative is very timely as strong and effective leadership and governance actions are mainly needed to manage dynamic labor markets that address the inflows and outflows of health workers, and to improve distribution and performance of existing HRH in the LMICs. HR management is a leadership and governance function of the organization that involves the effective management of people to achieve health objectives.

It must be carried out systematically using processes established and standardized by specialized personnel trained in HR management. To create a shared vision of improved leadership and governance in the healthcare arena, a group's initial goal is to form. Leadership within the health sector and administration when working with non-health sectors are undoubtedly the most complex functions of any health system. In this cross-sectional intervention study, policymakers' leadership and governance competencies were enhanced through a training workshop, and an evaluation of organizational activities designed to promote evidence-based leadership and governance to improve human resources was carried out. LMICs can employ workshops similar to the one used in this study to raise awareness and strengthen health sector leadership competence to effectively manage HR challenges.

Healthcare organizations must take steps to improve leadership and governance, often immediately after an event such as a legal action, a patient suffering harm, or the company failing to meet its objectives or benchmarks. Emphasis on leadership and governance causes healthcare boards to be grouped around boardroom tables with the goal of taking a stronger approach to identifying factors that contribute to successful healthcare outcomes and how to implement them. Under commune leadership, health workers, village committee, and resident representatives must form a management committee for the Collective Health Care System. A number of previous reports have indicated that improving policymakers' understanding of topics covered in this study's training workshop will improve their leadership and governance competencies in operating efficient health systems (Vriesendorp et al.). The best approach to the call to action is to put it in writing and communicate it broadly through meetings, leadership working groups, mass communications, and paper or electronic announcements.

A greater focus on improving leadership and governance in healthcare may also be due to the desire for excellence of a senior leader, such as a CEO or other visionary. The second was to evaluate the organization's human resource development operations with the intention of providing scientific information that promotes evidence-based leadership and governance activities in HRH. The training workshop increased policymakers' understanding of the leadership and governance factors that ensure the functionality of health systems and improve human resource development, including policy guidance, intelligence and oversight, collaboration and coalition building, regulation, system design, and accountability.
